Hiring Filipino care staff in Malta: the Single Permit route.
We will recruit certified Filipino carers for Maltese care homes, disability services and home-based care, on the Single Permit — the route where care sits in a priority category, exempt from the workforce limit and the termination-rate threshold that constrain other applications. We are not accepting Maltese job orders yet: Japan, Malaysia and Ireland are the corridors open to employers today. This guide is published ahead of the corridor so the route is understood before you need it.

Malta is in preparation. We are not accepting Maltese job orders at this stage, and we would rather say so here than take an order we cannot yet act on. This page is published as a guide to the route.
The corridors open to employers today are Japan, Malaysia and Ireland. If Malta is where you need staff, tell us and we will come back to you when it opens rather than leave you guessing.

Why Malta
A small market with an unusually open door.
Malta is one of the fastest-ageing societies in the EU, and care roles are treated differently from other work permits because of it. That combination is what makes the route worth understanding before you need it.

Seven stages, across two jurisdictions.
- 01Before any spend
Eligibility check
We confirm you clear the Jobsplus thresholds before anything is spent: headcount, termination rate, disability employment compliance, and any redundancy in the last twelve months.
- 02three weeks
Labour market test
Advertise on Jobsplus and EURES for at least three weeks. Every Maltese or EU applicant not progressed must be justified in writing, and the process continues only once Jobsplus accepts that justification. We draft the copy and prepare the file.
- 03Mandatory
Pre-Departure Course
Mandatory for first-time applicants from abroad, and the Single Permit application cannot be submitted without the certificate. We enrol and track the candidate. The cost is carried on the employer side under our agreement, never deducted from the worker.

Single Permit application
Submitted by the employer through the Identità portal. We assemble and check the full document set.
- 05MWO Rome
Employer accreditation in the Philippines
We prepare and notarise the accreditation pack and file it with the Migrant Workers Office in Rome, the competent post for Malta.
- 06DMW Manila
Job order registration
Verified originals go to DMW Manila, and your job order is registered against our licence.
- 07Arrival
Deployment and arrival
Worker documentation and exit clearance, entry visa, and a representative meeting every arriving worker at the airport.

Employer accreditation is a one-time process. Later orders from an accredited employer move considerably faster. Both figures are planning ranges rather than commitments — permit decisions rest with the Maltese authorities.
